Richard Debicki was appointed as Assistant
Chief Constable of North Wales Police on 30th April
Richard joined the police service in 1993 at
Lancashire Constabulary where he worked up to the rank of Chief
Superintendent in a number of differing roles. In his last
role with Lancashire Constabulary Richard was Divisional Commander
for Headquarters Operations, which included responsibility for the
Force’s Change Programme; Corporate Development and Corporate
Communications as well as Uniformed Operations, which included
professional responsibility for Armed Response; Roads Policing;
Public Order and Dogs.
Prior to that, Richard spent four years as BCU
Commander for the Western Division which includes Blackpool and
Fylde, an area of great contrast as well as high demand where
effective partnership working was key.
Richard holds a BSc Honours degree in Applied
Biology from the University of Hertfordshire.
The Assistant Chief Constable has overall
responsibility for Local Policing Services, Crime Services, the
Control Room and Force performance.
