On the 17th of February 2010, Caernarfon Neighbourhood Policing team along with North Wales Fire and Rescue, Youth Justice Service, Neighbourhood Watch Co-ordinators and Women's Aid held a Reassurance Day at Morrisons, Caernarfon. The day was intended to provide both previous victims of crime and those who havent been victims of crime with information and guidance as to how to make the home safer, where to seek guidance and advice in relation to any issues they may have, and also an oppourtunity to discuss any local issues with Community Beat Managers (CBM's), Police Community Support Officers (PCSO's) and the Neighbourhood Policing Team Sergeant, PS 1849 Stephen Williams.
   
Under the hard work and guidance of PCSO C2928 Annette Jones, the Reassurance Officer for the Caernarfon District the day proved to be a great success. The Fire And Rescue Service were on hand to register homes for a free fire safety check, and the Police Cadets were on hand with the 'Balance Your Bobbies' boxes, allowing members of the local community to elect what they would like to see their Neighbourhood Policing Team targeting within their area. All members who assisted on the day had a fantastic time, and the members of the community who stopped to have a chat were very pleased with the response and items that were on display on the day.

The
Caernarfon District Policing team are keen on cracking down on motorcyclists who are continually riding their unregistered, unlicensed, and un taxed off road Motorcycles on public roads.
This week a motorcycle was seized after being stopped in the general area of Rhiwlas. The rider had no documents for the bike, and was not wearing any Protective clothing or headwear whilst using the vehicle. A disclaimer has now been signed by the parent of the owner of the bike, and as a result of this the vehicle will be crushed.
Off road motorcycles are not only dangerous for the rider if the correct equipment is not worn, but are also dangerous for other members of the public, as more often than not, these bikes have off road tyres that are not capable or designed to be used on the public roads. Riders of such vehicles caught being ridden on the public roads can expect to go to court having to explain why you have no documents for the vehicle, and also expect to have the vehicle seized and having to pay a release fee of £150 to get it back, provided you have the correct documents for the vehicle.
Also parts of the Caernarfon District are protected areas, and particular care is taken to maintaining and preserving such land and it is imperative that is not destroyed or damaged by off road Motorcycles.

2010 has already brought us our fair share of challenges, from the New Year Period, to the large amount of snowfall which caused a great amount of difficulty within the Caernarfon District. We were kindly assisted by Llandwrog Coastguard with the use of their 4X4 vehicles to assist us in responding to incidents, their hard work and assistance was much appreciated by all officers.
Throughout 2010 we will continue to do our best for you, maintain contact with our wards, respond promptly and provide a high visibility policing presence throughout the district. Members of the local Neighbourhood Policing Team, with funding from Crimebeat, have been distributing free purse bells to shoppers, in a bid to deter purse and handbag thieves.
The bells are designed to be attached to the zip of a purse and acts as a deterrent to a thief and alert the purse owner should it be moved unknowingly.
“Purse thefts are opportunistic crimes and members of their public need to be aware of the actions they should take to minimise the risks,” said PCSO Michael Sambrook, who handed out the bells outside Morrisons in Caernarfon on Saturday afternoon.
“The response from the public was really good and it was a great opportunity for us to give generic advice on how to keep personal belongings safe whilst out Christmas shopping.”
Further bells have been given to other members of the Neighbourhood Policing Team for distribution in Waunfawr, Bontnewydd, Felinheli and Bethel.

During the last few months, Caernarfon district officers have been busy carrying out various operations targeting disorder and drugs misuse.
With regards the disorder, officers have made several arrests ranging from drunkenness to assaults, with several persons having been charged and dealt with at Court.
There have been several warrants executed under the misuse of drugs, with large amounts of what is suspected to be controlled drugs having been found.
Officers have also found large amounts of cash at various locations, as a result of some of these warrants, with the cash being confiscated and which are now subject of further investigations.
We also have officers attending various locations in the district, handing out various crime prevention leaflets and offering advise on the same, including property marking by use of uv pens.
Lat night, 18/12/09 saw one of the busiest periods of the year in Caernarfon, with large amounts of people coming into the town centre to enjoy the local licensed premises and restaurants . On the whole, it was well mannered with good interaction between police, the public and staff at licensed premises. Sadly, one or two decided to bring attention to themselves resulting in the inevitable stay within the four walls of the police station.
Thankfully, the vast majority of those out for the night did not witness any of the disorder, which was resolved quickly by officers.

PC 2697 Matthew Tapping joins the Caernarfon Neighbourhood policing team (NPT) from his previous role as a Response officer in Caernarfon, taking over from the previous Community Beat Manager PC 2453 James Tongue. He is looking forward to establishing himself into his new role as Community Beat Manager within the Neighbourhood Policing Team, and getting to know the community and working closely with outside agencies to make the wards a safer place to live. Having been a Police officer for just over 2 years, Matthew also hopes to bring his skills and experiences to his new role, and making a difference within the community.
Also joining the Caernarfon Neighbourhood Policing Team is PCSO C2956 Janice Kane, who has taken over her patch from PCSO Zara Thomas, who is currently undertaking her training as a Police Constable. With North Wales Police. Jan joined North Wales Police in August 2009, and has recently been posted to cover the areas of Waunfawr,Bontnewydd and Llanwnda, and is currently based at Caernarfon Police Station along with her colleague PC 2697 Matthew Tapping. Jan has previously worked in the retail industry, and is looking forward to getting to know the communities within her patch.

During the last few months, Caernarfon district has just like many areas, suffered theft of diesel from vehicles for various reasons, including rise if fuel prices and also as a result of the economic downturn.
However, one person has been charged with a number of offences and is currently awaiting a Court hearing.
I would like to take this opportunity to ask owners of vehicles to look at basic crime prevention and make it as hard as possible for offenders to steal fuel.
Many of the thefts have been against commerical vehicles, I would ask that the owners/drivers park in well lit areas and if possible, not fill their vehicles to the maximum if they are going to be parked up overnight.
If they are also parked within secure compounds to look at having CCTV installed or if already in place ensure they are working. Also to consider a secure fuel lock.
In short, make the offenders life as hard as possible.

During the past 2 weeks, Caernarfon neighbourhood policing team and district officers have been involved in an operation specifically targeting anti-social behaviour.
During the course of the operation officers have been patrolling areas which we know or have been identified by the community as causing concern, where anti-social behaviour is occurring.
As a result of this operation, there have been several arrests, with persons having been charged with various offences or are currently on bail pending further enquiries.
During the operation, officers have also seized an imitation firearm, one male person has been arrested and charged with the offence.
The majority of these arrests involved alcohol.
An example of this would be last Friday evening 18/09 in Caernarfon, a large group of youths ranging in age from 13 to 25 were found in possession of some 200 bottles and cans of alcohol which were all seized within the space of an hour. One person was later arrested and charged with public order offences. This type of behaviour they were engaged in was and is disrespectful to the community and the environment as a whole. By carrying out this operation, it shows that we are listening to the community and take their concerns seriously, by providing highly visible patrols and take a proactive approach to their concerns.
Another reason for this type of operation is preventative by trying to stop young people coming into contact with the criminal justice system. Unfortunately at times, the message is clearly not getting across despite our continued education programme within the schools. However and thankfully, those young people who don’t listen are only a small minority while the vast majority do listen and take the advice onboard.
Further, we have also been carrying out test purchases within licensed premises within the district. Unfortunately some licensed premises have failed, where they have sold alcohol to persons below the age of 18. These premises have been advised re any future sales and the possible consequences. As a result of these test purchases, we have received a positive response from these locations.
We will continue to carry out these types of operations within the district and continue to work in partnership with local councillors, council departments and other agencies and deal with those who wish to cause upset and distress by their anti-social behaviour to others within this community.
Footnote, as a result of the disorder after the Snowdon mountain race, three persons have recently been charged with public order offences and are currently on bail.

During the last few months Caernarfon and district officers have been actively targeting persons who are suspected of being involved in the alleged supply of illegal drugs or its use.
We are all aware that the use of illegal drugs can and does in some cases lead to other offences/crimes being committed ranging from theft including shoplifting, burglary and public order offences when mixed with alcohol.
There is also evidence to show that young people are getting involved in it's use, which is of obvious concern. If you think that your child is taking these drugs challenge them and ask them to be honest with you. If your unable to or unsure, speak with someone who would assist you or give guidance, which can include someone professional such as a doctor. But my advice would be don't let it become a bigger problem.
How are we targeting those people who are suspected to be involved in this crime,
· Between February 2009 and yesterday 15TH July, Caernarfon and district officers have carried out approximately 23 warrants under the misuse of drugs act with several arrests, which have resulted in persons receiving cautions and others being investigated and some have been charged.
· We are actively gathering information, including directly from the local community.
· Seizing assets from arrested persons. Facts; Class A generates £15.4 billion in crime and health costs each year. The drug market in the UK is suspected to be worth between £4 billion and £6.6 billion. (figures from the home office, drugs: protecting families and communities, 2008 drug strategy)
· Give assistance to those who wish to get away from drugs by guiding them towards agencies who can give assistance.
· Local initiatives, including informing the community as to what we are doing.
· We are also in contact with housing associations and private owners where we share information, bringing to their attention what some of their tenants are suspected to be involved in.

However, the figures are still far too high and the impact on families and friends is still upsetting and distressing.

On Wednesday 8TH July 2009, officers from Caernarfon district continued with operation Waxwing.
This is a road traffic operation which is actively targeting road traffic offences in and around Caernarfon district.
Within a very short space of time 5 motorists were caught using mobile phones and another 9 were not wearing their seat belts.
All received tickets, with some having points endorsed on their driving licenses.
This operation has been ongoing for approximately 4 months and drivers are still being caught committing basic offences which will result, if caught with a fine and/or endorsement of their driving licence.
The use of the mobile phone by drivers is becoming a source of irritation and anger by members of the public.
There have been a number of cases in the UK where drivers having used their mobile phones has or is a contributory factor in collisions.
I cannot understand why drivers continue to use these phones knowing that the resulting actions may cause a collision, injury or fatality to another person(s) or themselves and the grief and upset which invariably will have a long lasting effect.

3, 500 people are killed on Britain's roads.

300,000 casualties.
In 2007 careless or dangerous driving contributed to at least 400 road deaths.
Please don't become one of the above figures!!

Hi!
Last Tuesday I was invited along with James the Community Beat Manager, to a climbing session at the Beacon Climbing centre in Ceunant.
The Waunfawr Youth Club had secured funding for the club members to attend a session and they thought it would be a good idea for their Neighbourhood Policing team to go along.
We thought it would be a perfect opportunity to get to know the local teenagers a bit better and for them to see us out of uniform.
After getting used to the very uncomfortable harness I thought I did great and we had a good laugh with the group. I might even take climbing up as a new hobby.

During the past two months, Caernarfon and district police officers including the NPT have been actively involved in carrying out warrants under the misuse of drugs act.
Officers have been speaking to and gathering information from the local community, which has resulted in 7 warrants being undertaken with 8 persons having been arrested and currently on bail pending further enquiries.
A significant amount of what is suspected to be controlled substances(drugs) have been recovered and seized.
The NPT have also been involved in Operation Merlin which has actively looked at alcohol related anti-social behaviour.
This has involved police officers from the NPT and response,PCSO's and special constables carrying out high visibility patrols in areas identified as suffering this type of issue.
There have been arrests for various offences with some people having been issued with fixed penalty notices for public order offences, while others are currently on bail for similar incidents or have been charged.
A number of alcohol seizures have been made, which have been disposed of.
Clearly there are some parts of the community believe that they can do and say whatever they please, some have found out that this is not the case.
Some would say that they can express an opinion, which I will disagree with, especially when it comes to swearing and using threatening behaviour, which includes throwing bottles of alcohol around in front of small children and other members of the community
Caernarfon town centre has been a designated area for approximately 4 years now, in simple terms, no one can drink alcohol in a public place, other than in a public house.
Some of these people are well known to officers and the community and are often found spending the night in the cells in Caernarfon, followed by a penalty ticket or bail to Court.
I can only re-iterate that police officers will continue to challenge and deal with offenders and take the appropriate and necessary action when required.

Humphrey Jones, the regeneration officer for Gwynedd Council along with Afon Goch children's home in Deiniolen bought various bulbs and plants for the elderly residents of Deiniolen. The children from Afon Goch planted up the pots. The local neighbourhood policing team along with Humphrey went around the village donating the plants to the residents of Rhyd Fadog in Deiniolen.
The police cadets assisted PCSO Michael Couling in planting a number of daffodil bulbs donated again, by Gwynedd Council on the village green in front of the Glanrafon Bungalows in Llanberis.
It was a joint initiative between Gwynedd Council and North Wales police
The attached picture includes the Llanberis Neighbourhood Policing Team Michael Couling, Humphrey Jones from Gwynedd Council, and the residents receiving the pots donated.
