On the 2nd of August 2010, Gwynedd Council in conjunction with the Caernarfon Neighbourhood Policing Team organised a fun day for 75 Children taking part in the Fun scheme which is run by Gwynedd Council Each Year. The scheme consists of local children, all between the ages of 6-12 of who enjoy activites such as Football and Swimming etc. The scheme is run for 5 weeks in the summer months, and is intended to work with outside agencies to educate and inform the local children on the opportunities within Caernarfon, and how to look after the town.

The Event was organised by Iwan Emlyn Jones who is a member of staff at the leisure centre. Iwan is also a Special Constable with North Wales Police in his spare time, and volunteers his services to the Community on a regular basis. PCSO C2882 Gethin Edwards of the Neighbourhood Policing Team and PC 1696 Gordon Topps of the Dog Section attended along with his two dogs Cyrus, a Belgian Shepard Malinois and Harry, his Black Labrador. PC Topps gave a demonstration of both Dogs working, and explained both roles that they play in the fight against crime.

The children were then given a demonstration of Western Division’s CCTV van, and shown its capabilities and uses. The Children were also given the opportunity to try on various pieces of uniform such as Helmets and Body Armour, and also shown various pieces of equipment such as handcuffs, Batons, Taser and the Stinger which is used to puncture car tyres.

The Children, Officers and Council Staff thoroughly enjoyed the day, which proved to be an invaluable tool in order to engage with the children within the local Community.

As you occasionally visit this site, you will see some update re warrants executed under the misuse of drugs act.
There have been recent warrants and arrests during the last few weeks in the Caernarfon district resulting in significant quantities of drugs being seized, including closure of cannabis factories. At present I cannot comment on these particular cases, however, I would like you, including landlords/owners of private rented accomodation, to be aware of and what to consider when around your local community especially with rented houses.
· Traffic or movement at odd times to and from the premises.
· Different smells coming from premises.
· An applicants willingness to pay rent in advance, in cash.
· The tenant paying in cash, coupled with a lack of visible means of support/income. (There are occasions when some lawful and honest tenants only deal with cash. This should not be taken that this person is involved in crime)
· Short term visitors to location.
· Windows covered day and night.
· Condensation on the windows
· Unwillingness by tenant for owner/agent to visit.
· Lack of co-operation.
· Sounds of regular/constant electrical noises coming from the property.
· Building noises at irregular times.
· Powerful lights within the property.
Negative response to such properties.
· Reduction in house price.
· Anger towards the owner/agents
· Loss of rent money due to damage and repair required. Including electrical damage.
· Toxic contamination to property, and/or fire/flood damage resulting in drug cultivation.
Always
· check references
· Obtain mobile phone numbers.
· Obtain registration numbers of vehicles.

Just for your information, recent drug supply cases involving local residents of Caernarfon district.
· On 23/7/10, a male was sentenced to 5 and half years for supply of heroin.
· A male has been sentenced to 5 years for supply of cocaine.
· Another male sentenced to 4 years for supply of heroin.
We also have a number of cases pending, which I will obviously update once the resolved.

Llanberis lies host to the annual 35th International Snowdon Race this Saturday July 24.
Look out for the North Wales Police marquee where Police and the Local Criminal Justice Board will be on hand to meet the public.
PCSO Michael Couling said: " The cadets will be helping with the fingerprint key rings and there will also be the chance to meet up with you local PCSO's and receive crime prevention advice.
The fun and games will start on the field in Llanberis at around 10am in the morning with the major race getting underway at 2pm. Officers from the Neighbourhood Policing Team for the Caernarfon District will be on hand throughout the event to meet and greet the public, aswell as give crime prevention advice, and to discuss any issues or concerns which lie within our Communites.

Neighbourhood Policing Officers within the Caernarfon District will be sending various messages by means of Bluetooth technology to mobile phones within the area through the duration of the 2010 World Cup.
The system is part of a new device which is available to Neighbourhood Policing Officers, which is run and managed by the Community Safety Department of the Western Division.
Make sure that the Bluetooth is enabled on your handset in order to recieve the messages !

Last Friday night the 14/5/10, officers from the local neighbourhood policing team were aware that youths would be congregating in Llanberis intending to have a party.
Obviously the party would include alcohol. The issue being that a great many of the youths had access to alcohol and were clearly underage.
The type and the amount of alcohol seized was of concern, which included malt whisky, vodka, schnapps, wine large amounts of the usual canned and bottled lager and cider. What was incredulous was the sheer brazen manner that this party had been organised and where they intended to hold the party, which was also of concern.
I have previously explained and attempted to give advise as to what possible issues can and at times does occur as a result of excessive drinking by youths and it's impact on their future lives.
The two parties we found were taking place in areas in what I can only describe as of concern.
One was in a forest, with no lights nearby and the footpath leading onto a busy main road, where we found a young female slumped a few feet from the road drunk and unable to stand up without the aid of friends and assistance of a wall, she then began to throw up. I won't go on, but this gives you an idea of what some youths get up to on a weekend.
Another party was underway in another area of Llanberis, again with a large number of youths drinking alcohol. On this occasion, the alcohol was seized quickly which assisted in preventing a similar occurrence as above.
As a result of the seizures, several youths were detained and their parents were contacted, which required them to attend and pick their children up. All youths who were detained with alcohol will now be receiving formal letters where it will be explained that should they be found in possession of alcohol again in public on two further occasions during the next twelve months, then the likelyhood of formal police action being taken will be a real one.
I would have to add, that the reaction of all the youths, bar one, that we dealt with was positive, they were polite and mannerable. I would also add the parents reactions were also favourable.
In total approximately 150 bottles and cans of spirits, cider, wine and lager were seized, this does not include the ones that were disposed of at various locations.
It involved 7 officers, 4 police vehicles and thankfully no arrests.
I am not anti-alcohol and certainly not encouraging them to drink alcohol, but simply requesting that young people use a degree of common sense and to think of their actions and possible consequences to them should they drink alcohol and the dangers of excessive drinking.

During the past 2 months, local officers have been involved in high visibility patrols in the Caernarfon distrcit, which includes the PENYGROES and Llanberis areas, targetting alcohol related anti-social behaviour. As a result of this operation, there have been 113 stop searches/accounts, which have resulted in approximately 218 various items of alcohol being seized, varying from bottles of lager,wine cider,spirits which includes vodka, various cans of lager and cider. Officers have also seized and disposed of similar items at locations where they were found.
As a result of new powers which came into force end of January, effectively giving powers to return youths home found with alcohol, approximately 13 of these youths have received letters advising them, also further advising that should they be caught on 2 or more further occasions during a 12 month period formal action can be taken. There have been a number of arrests, resulting in persons, both youths and adults being arrested and charged with various offences,receiving formal cautions or fixed penalty notices, with one person receiving a 12 month custodial sentence as a result of his actions. Also during the operation persons were also found in possession of controlled substances with formal action taken. The Local Community Beat Managers and Police Community Support Officers are also working in conjunction with outside agencies such as Gwynedd Council, Youth Justice Services, and local Community Councillors within the Caernarfon District to minimize and to raise awareness of the effects of Anti Social Behaviour and Underage Drinking are causing within the Community.

On the 17th of February 2010, Caernarfon Neighbourhood Policing team along with North Wales Fire and Rescue, Youth Justice Service, Neighbourhood Watch Co-ordinators and Women's Aid held a Reassurance Day at Morrisons, Caernarfon. The day was intended to provide both previous victims of crime and those who havent been victims of crime with information and guidance as to how to make the home safer, where to seek guidance and advice in relation to any issues they may have, and also an oppourtunity to discuss any local issues with Community Beat Managers (CBM's), Police Community Support Officers (PCSO's) and the Neighbourhood Policing Team Sergeant, PS 1849 Stephen Williams.
   
Under the hard work and guidance of PCSO C2928 Annette Jones, the Reassurance Officer for the Caernarfon District the day proved to be a great success. The Fire And Rescue Service were on hand to register homes for a free fire safety check, and the Police Cadets were on hand with the 'Balance Your Bobbies' boxes, allowing members of the local community to elect what they would like to see their Neighbourhood Policing Team targeting within their area. All members who assisted on the day had a fantastic time, and the members of the community who stopped to have a chat were very pleased with the response and items that were on display on the day.

The
Caernarfon District Policing team are keen on cracking down on motorcyclists who are continually riding their unregistered, unlicensed, and un taxed off road Motorcycles on public roads.
This week a motorcycle was seized after being stopped in the general area of Rhiwlas. The rider had no documents for the bike, and was not wearing any Protective clothing or headwear whilst using the vehicle. A disclaimer has now been signed by the parent of the owner of the bike, and as a result of this the vehicle will be crushed.
Off road motorcycles are not only dangerous for the rider if the correct equipment is not worn, but are also dangerous for other members of the public, as more often than not, these bikes have off road tyres that are not capable or designed to be used on the public roads. Riders of such vehicles caught being ridden on the public roads can expect to go to court having to explain why you have no documents for the vehicle, and also expect to have the vehicle seized and having to pay a release fee of £150 to get it back, provided you have the correct documents for the vehicle.
Also parts of the Caernarfon District are protected areas, and particular care is taken to maintaining and preserving such land and it is imperative that is not destroyed or damaged by off road Motorcycles.

2010 has already brought us our fair share of challenges, from the New Year Period, to the large amount of snowfall which caused a great amount of difficulty within the Caernarfon District. We were kindly assisted by Llandwrog Coastguard with the use of their 4X4 vehicles to assist us in responding to incidents, their hard work and assistance was much appreciated by all officers.
Throughout 2010 we will continue to do our best for you, maintain contact with our wards, respond promptly and provide a high visibility policing presence throughout the district. Members of the local Neighbourhood Policing Team, with funding from Crimebeat, have been distributing free purse bells to shoppers, in a bid to deter purse and handbag thieves.
The bells are designed to be attached to the zip of a purse and acts as a deterrent to a thief and alert the purse owner should it be moved unknowingly.
“Purse thefts are opportunistic crimes and members of their public need to be aware of the actions they should take to minimise the risks,” said PCSO Michael Sambrook, who handed out the bells outside Morrisons in Caernarfon on Saturday afternoon.
“The response from the public was really good and it was a great opportunity for us to give generic advice on how to keep personal belongings safe whilst out Christmas shopping.”
Further bells have been given to other members of the Neighbourhood Policing Team for distribution in Waunfawr, Bontnewydd, Felinheli and Bethel.

During the last few months, Caernarfon district officers have been busy carrying out various operations targeting disorder and drugs misuse.
With regards the disorder, officers have made several arrests ranging from drunkenness to assaults, with several persons having been charged and dealt with at Court.
There have been several warrants executed under the misuse of drugs, with large amounts of what is suspected to be controlled drugs having been found.
Officers have also found large amounts of cash at various locations, as a result of some of these warrants, with the cash being confiscated and which are now subject of further investigations.
We also have officers attending various locations in the district, handing out various crime prevention leaflets and offering advise on the same, including property marking by use of uv pens.
Lat night, 18/12/09 saw one of the busiest periods of the year in Caernarfon, with large amounts of people coming into the town centre to enjoy the local licensed premises and restaurants . On the whole, it was well mannered with good interaction between police, the public and staff at licensed premises. Sadly, one or two decided to bring attention to themselves resulting in the inevitable stay within the four walls of the police station.
Thankfully, the vast majority of those out for the night did not witness any of the disorder, which was resolved quickly by officers.

PC 2697 Matthew Tapping joins the Caernarfon Neighbourhood policing team (NPT) from his previous role as a Response officer in Caernarfon, taking over from the previous Community Beat Manager PC 2453 James Tongue. He is looking forward to establishing himself into his new role as Community Beat Manager within the Neighbourhood Policing Team, and getting to know the community and working closely with outside agencies to make the wards a safer place to live. Having been a Police officer for just over 2 years, Matthew also hopes to bring his skills and experiences to his new role, and making a difference within the community.
Also joining the Caernarfon Neighbourhood Policing Team is PCSO C2956 Janice Kane, who has taken over her patch from PCSO Zara Thomas, who is currently undertaking her training as a Police Constable. With North Wales Police. Jan joined North Wales Police in August 2009, and has recently been posted to cover the areas of Waunfawr,Bontnewydd and Llanwnda, and is currently based at Caernarfon Police Station along with her colleague PC 2697 Matthew Tapping. Jan has previously worked in the retail industry, and is looking forward to getting to know the communities within her patch.

During the last few months, Caernarfon district has just like many areas, suffered theft of diesel from vehicles for various reasons, including rise if fuel prices and also as a result of the economic downturn.
However, one person has been charged with a number of offences and is currently awaiting a Court hearing.
I would like to take this opportunity to ask owners of vehicles to look at basic crime prevention and make it as hard as possible for offenders to steal fuel.
Many of the thefts have been against commerical vehicles, I would ask that the owners/drivers park in well lit areas and if possible, not fill their vehicles to the maximum if they are going to be parked up overnight.
If they are also parked within secure compounds to look at having CCTV installed or if already in place ensure they are working. Also to consider a secure fuel lock.
In short, make the offenders life as hard as possible.

During the past 2 weeks, Caernarfon neighbourhood policing team and district officers have been involved in an operation specifically targeting anti-social behaviour.
During the course of the operation officers have been patrolling areas which we know or have been identified by the community as causing concern, where anti-social behaviour is occurring.
As a result of this operation, there have been several arrests, with persons having been charged with various offences or are currently on bail pending further enquiries.
During the operation, officers have also seized an imitation firearm, one male person has been arrested and charged with the offence.
The majority of these arrests involved alcohol.
An example of this would be last Friday evening 18/09 in Caernarfon, a large group of youths ranging in age from 13 to 25 were found in possession of some 200 bottles and cans of alcohol which were all seized within the space of an hour. One person was later arrested and charged with public order offences. This type of behaviour they were engaged in was and is disrespectful to the community and the environment as a whole. By carrying out this operation, it shows that we are listening to the community and take their concerns seriously, by providing highly visible patrols and take a proactive approach to their concerns.
Another reason for this type of operation is preventative by trying to stop young people coming into contact with the criminal justice system. Unfortunately at times, the message is clearly not getting across despite our continued education programme within the schools. However and thankfully, those young people who don’t listen are only a small minority while the vast majority do listen and take the advice onboard.
Further, we have also been carrying out test purchases within licensed premises within the district. Unfortunately some licensed premises have failed, where they have sold alcohol to persons below the age of 18. These premises have been advised re any future sales and the possible consequences. As a result of these test purchases, we have received a positive response from these locations.
We will continue to carry out these types of operations within the district and continue to work in partnership with local councillors, council departments and other agencies and deal with those who wish to cause upset and distress by their anti-social behaviour to others within this community.
Footnote, as a result of the disorder after the Snowdon mountain race, three persons have recently been charged with public order offences and are currently on bail.

During the last few months Caernarfon and district officers have been actively targeting persons who are suspected of being involved in the alleged supply of illegal drugs or its use.
We are all aware that the use of illegal drugs can and does in some cases lead to other offences/crimes being committed ranging from theft including shoplifting, burglary and public order offences when mixed with alcohol.
There is also evidence to show that young people are getting involved in it's use, which is of obvious concern. If you think that your child is taking these drugs challenge them and ask them to be honest with you. If your unable to or unsure, speak with someone who would assist you or give guidance, which can include someone professional such as a doctor. But my advice would be don't let it become a bigger problem.
How are we targeting those people who are suspected to be involved in this crime,
· Between February 2009 and yesterday 15TH July, Caernarfon and district officers have carried out approximately 23 warrants under the misuse of drugs act with several arrests, which have resulted in persons receiving cautions and others being investigated and some have been charged.
· We are actively gathering information, including directly from the local community.
· Seizing assets from arrested persons. Facts; Class A generates £15.4 billion in crime and health costs each year. The drug market in the UK is suspected to be worth between £4 billion and £6.6 billion. (figures from the home office, drugs: protecting families and communities, 2008 drug strategy)
· Give assistance to those who wish to get away from drugs by guiding them towards agencies who can give assistance.
· Local initiatives, including informing the community as to what we are doing.
· We are also in contact with housing associations and private owners where we share information, bringing to their attention what some of their tenants are suspected to be involved in.
