  • KEEP YOURSELF SAFE

    I went into Denbigh Community College last week to do a talk on Personal Safety to a group of IT Admin students during their morning tutorial session. Topics discussed were internet safety, the spiking of drinks, personal attack alarms, the dangers of drinking and driving and bogus callers. This was followed by a general chat about policing and my role as a Police Community Support Officer. An assortment of relevant information leaflets were left for the students.

  • A Job Well Done

    Periodically boy racers have been congregating on the car park by the Antique Centre on Rhyl  Road in Denbigh. They've  been playing loud music, depositing litter and shining their headlights into the houses opposite causing much distress to members of the public who live in the vicinity. PC Chris Davies contacted Denbighshire Community Safety Group and was given  some funding to buy metal wire and other materials to cordon off the car park at both ends. Chris then contacted many of the local business users who kindly donated various items such as fluorescent material, metal signs, padlocks and keys, chain link and various other items needed. The probation service were contacted and they sent a member of staff and a team of workers on community payback to help. They set the concrete post into the ground, cut the grass and conducted a litter pick in the general area. When not in use the car park is now secure at both ends and free from boy racers. This is a good example of the police and the local community pulling together to solve problems and make their area a nicer place to live. I have spoken to a few residents and they are very happy with the outcome.

  • Update from the Rural Meetings.

    Hi Folks,

    Here is a round up of the lastest NPT meetings we held in the rural villages recently.

    25th January 2010 Pwllglas.

    The meeting was well attended by 12 residents and our thanks to those that came to the meeting.

    The only issue raised was that there was'nt up to date contact details for the Rural NPT in the Village. This has now been addressed and the details are displayed at the village hall noticeboard.

    We will also be undertaking a speed survey in the village.

    The next meeting is to be in 3 months time and the dates will be published in a future blog.

    26th January 2010 Llanfair DC.

    The meeting was attended by 5 local residents.

    Issues taken away from the meeting are:

    * Parking by the Cenotaph during the day is causing concern for some residents. This will be monitored by PC Davies and myself.

    * School children crossing the main road through the village during the day to use the Village Hall. This again will be monitor by ourselves and will visit the school to offer some road safety advise.

    * Groups of youths conregating by the car park causing a general nuisance. We havent had any reports of Anti social behaviour, but will monitor the situation.

    27th January Llanbedr DC.

    The meeting was attended by 5 local residents and 1 large Rottweiler Dog called BEN !!

    Issues taken away from the meeting are:

    * Speed through the the village and the main A494. In hand will attend with Marc Musgrave to conduct speed surveys.

    * Street lighting in the village. This will be passed to the council for actioning.

    28th January Llandegla.

    Over 50 residents attended this meeting and this was the highest amount of people to come to one of our meetings. Needless to say the Community came in numbers to address the main topic of discuss ion, the cancellation of the bus service into the Village due to inconsiderate parking.

    We also had 2 representatives for the bus company attend for any questions that they might be required to answer.

    Also in attendance was the local County Councillor Christine Evans.

    The meeting started at 7pm and we arrived at approx 18:45 and people were already sat in the Village Hall and more were arriving !!!! This issue has obviously effected many of the residents and this meeting was their opportunity to ask when and how we can solve the issue.

    Feelings were running high in the meeting and everybody was trying to ask the bus reps questions which they answered. Councillor Evans made a very vaild point by saying it is a community problem and therefore the community should try and resolve it. However we all should try and communitcate with each other and raise the awareness of this problem in the Village to maintain the Bus route as it provides a vital service to the residents of the Village. PC Davies has contacted our press office and they will be sending a publication to all the local papers and to walking magazines to highlight the problem to them as the Village attracts alot of walkers to the area.

    Bus drivers have agreed to carry mobile phones and to photograph any obstruction they come across that would prevent them from entering the Village, they will then contact the Police. PC Davies and myself have been in contact with our imaging department and have had some parking postcards made to be placed onto vehciles that are causing obstruction to make them aware of this issue. In our absence we are hoping to leave the postcards at the Post office but will seek approval first.

    Also we intend to visit the local school and set the children a competition of designing a poster to high the issue of parking in the Village. We will ask the district Inspector Dewi Roberts to choose a winner and a prize will be kindly donated by GHA Coaches and a local resident has kindly agreed to donate a cash prize to the winner also. We then hope to get the winning poster turned into a information poster for the Village which our imaging deptarment will design.

    A big thank you to all who attended the meetings it was nice to see so many peole taking an intrest in there community. And we hope to see you at the next meetings soon.

  • Fun in the SNOW !!!

    Hi All,

    2010 has started and we are seeing scenes of lovely white snow and freezing temperatures in some parts of the Rural section reaching minus 17 !! Even I had to wear thermals !!!

    But on a serious note can I advise people to take great care when traveling on our roads as ice is around, this has already caught a number of motorists out, so please do take care. Also when on pavements please be careful if you are walking into the road as the pavements my be icey too, wear something bright so motorists can see you and avoid you.

    Please can I ask, if you have elderly neighbours check on them see if they need anything from the shops as they may not be able to get there themselves, if you do notice anything untoward please contact the non emergancy line on 101 and we will do what we can to make sure your neighbours are safe and well.

  • Ruthin Rural Neighbourhood Police Meetings for January 2010.

    To all residents of the Ruthin Rural section of Ruthin,

  • Denbigh Kwick Save Site Problems Solved

    Hi all,

     As local residents will know since Kwick Save has been sold there have been ongoing problems of anti social behaviour at the location. In more recent months it has come to our attention through phone calls from the public and the questionnaires that we sent out, that the issue of "boy racers" using the site car parks in the evenings had increased. This anti social driving, noise and gathering of cars was a difficult community issue to resolve but with the help of the locals who provided us with information and the co operation of the care taker of the site we were able to start taking steps to do just that.

    After visiting the site PC1827 Chris Davies, Denbigh's Community Beat Manager decided that the best way to deal with this would be to secure the site of an evening, allowing no vehicle access. There were existing barriers already in place but the locks were broken and one of the posts was missing. With the help of probation services who worked hard to renew the post and Community Safety Group who provided the locks the barriers were renewed. The Care Taker of the site now locks both barriers each evening and this has provided us with the solution. Since this started last month there have been no reports of anti social behaviour at the location and "boy racers" are unable to enter the site in the evenings.

    Although the solution to this issue may have taken some time to resolve, i think that this community problem has now been sorted and hopefully permanently.

  • Denbigh Tidy Towns Update.

    Denbigh Tidy Towns have continued to clean up Denbigh bit by bit by tackling a privately owned, unused piece of land behind Temple Bar. The land has been used as a tipping ground for some years.

     

    Ernie Martin of Tidy Towns managed to gain permission to get this land cleared in January 2009.

    With the help of the Probation Services and the support of Roly of Community Safety who kindly provided the skips and removal of the rubbish they were able to set about clearing the mess that had been left.  

    The area was cleared in two stages by the Probation Services and the volunteers of the Tidy Towns Team.

  • Denbigh Cracking Crime and Disorder Questionaire

    Over the last few months South Denbighshire PCSO's have been delivering a questionnaire to every home in Denbigh. The questionnaire is being used to gain feedback to establish, what you as the public think should be our priorities and to gain any important information that you may have. The questionnaire asks questions such as, Do you feel safe in your community? And, What do you think Denbigh Police should be dealing with? Attached was a prepaid envelope so that Denbigh residents could return the questionnaire, anonymously if they wished.

    Not all homes have been reached yet but so far we have had a good response of 77 questionnaires returned. The main issues that have been highlighted in the results are Dog Fouling, Speeding and Underage Drinking.

    Some of the questionnaires came back requesting that we tackle certain parking issues. Unfortunately parking was removed from Police powers a few years ago. Police are now only allowed to deal with parking if it is causing an obstruction or if the parking is dangerous is some way. In these incidences Police have to see the obstruction and identify the driver. Police can issue a £30.00 non endorsable fixed penalty ticket. PCSO's do not have this power therefore we can only advise. PCSO Nash has been working alongside Ysgol Y Parc to try and solve the parking problems at the school. He has patrolled at the school on many occasions and advised parents where necessary, he has also sent a letter to each parent warning them of the dangers of parking so close to the school.  Any information received regarding parking has been forwarded to the relevant department within Denbighshire County Council for there attention.

    Dog Fouling continues to be an issue which concerns Denbigh residents and the two hotspots identified by the questionnaire are St David’s Lane (Footpath that leads from the castle down past the football fields to Lower Park) and Glas Meadows (Footpath that leads from Smithfield Road up past Morrison’s to Llewelyns Estate). Undercover patrols have taken place since March at least twice a month and this has resulted in 4 £75.00 fines being issued. We hope that this approach will discourage irresponsible dog owners. The Name and Shame Campaign that we have introduced has had a very positive effect and although no Dog Owners have been caught since the campaign started we will continue to undertake undercover patrols.

    Many of the questionnaires returned requested more patrols, at present PCSO Martyn Nash is the only PCSO in the town due to the fact that I will shortly be going off on Maternity Leave. Martyn and Pc Chris Davies continue to patrol the town on each shift and are working hard to tackle many of the issues that have been high lighted in the questionnaire results.

     I will give you a further update once all the questionnaires have been delivered. Thank You to all those Denbigh residents that have returned their questionnaires, all information received is being investigated and action taken where possible.

  • Litter Bugs and Dog Owners beware !!!!!

    Hello,

    In many of our Neighbourhood meetings we have found the same 2 complaints rearing there ugly heads, they are Dog fouling and Litter. We all know how annoying it is when we step in Dog mess and when we are trying to get it off our shoes and the smell of it isn't pleasent !!! Not to mention the potenial health hazard it poses.

    As a result of partnership working with Denbighshire County Council and North Wales Police, your local Police Community Support Officers (P.C.S.O'S) can now issue £75 fixed penalty notices for Dog fouling and Littering on behalf of the Council.

    So any Dog owner who allow there Dog to foul anywhere, where a member of the public has access to, and fail to pick up there Animals mess, they are liable for the FPN of £75 or an appearance in court to answer the offence of Dog Fouling under Section 3 of the Dogs (Fouling of Land) Act. The same applys for those who drop Litter anything from an empty crisp packet, cigerrette ends to takeaway wrappers. Anyone who drops litter in a public place will be issued with a FPN or the option of a court apperance to answer the offence of Depositing and leaving litter s87 (1) AND (5) of the environmental Protection Act 1990.  If you opt for court and if you are found guilty, the very least you will get is a £150 fine plus court costs, so the choice is yours !!!!

    In addition to this P.C.S.O'S will be undertaking plain clothes patrols to catch the persons commiting these offences so be aware you are being watched and you will be dealt with.

  • Update on drug enforcement activity in South Denbighshire by A/PS Jon Turton

    On 26th January 2009, cannabis was re-classified from a Class C controlled drug to a Class B drug, reflecting the risk that it poses to users of it.  On Thursday 12th February, local officers executed two search warrants under The Misuse of Drugs Act 1971 in connection with the supply of cannabis at two addresses in the Ruthin and Cyfylliog areas. A quantity of cannabis was recovered from each address. Four people were arrested and have been released on police bail. Further warrants are planned throughout the South Denbighshire district in the near future reinforcing the message that we will not tolerate the supply of controlled drugs within the district or North Wales. 
  • Operation Udder

    Surely one of the most irritating sounds possible is the tinny sound of a two-stroke engine at high revs when one is seeking to enjoy the beautiful North Wales countryside. As someone who loves to get out into the hills it is a sound that sends shivers down my spine and I wonder how the perpetrators can be so lacking in self-consciousness to shatter the peace and tranquillity in this way, but then again a lack of social awareness, or quite simply selfishness is a feature of all anti-social behaviour, of which the irresponsible use of off-road vehicles is surely an example. In fact, more than that, the use is more often than not illegal, whether that be primary legislation such as s. 34 (1) (a) of the Road Traffic Act 1988, which provides for a specific offence of driving on land other than a road, or as is also frequently the case damage that is caused to features such as fences and gates and of course the serious consequences that this activity could have on the flora and fauna.

     

    Often the areas chosen by those who see fit to flout the law in this way are sites of special scientific interest, and I am aware that there have been occasions where well meaning members of the public have tried to point this out to those destroying the area and have been met with ignorance and abuse. The fact that the location of these incidents is often quite a distance from the centres of population (and in some cases outside of mobile phone coverage) has meant that on occasions the matters are not reported at the time and valuable evidence can be lost. In addition, even when police are informed, any ad hoc response will have a limited effect, because of the time and difficulty of getting to the area in question. Then the culprits will simply ride off as officers approach and it is not possible to follow (there have been calls for an off-road policing capability, but the effectiveness of such an approach is questionable and one must also consider the possible risks involved, not to mention the ecological damage that the police vehicles may cause).

     

    The police team in South Denbighshire have sought to rectify this by developing Operation Udder. This operation is partnership work at its very best, underlining just how many representative bodies are committed to putting a stop to this type of behaviour and the resultant harm (including Denbighshire Countryside Services, Countryside Council for Wales, the Forestry Commission, North Wales Land Rover Club, Liverpool Land Rover Club and Countryside Recreational Access Group). One of the main benefits straight-away from this degree of buy-in is the increased in resources. As we have resolved not to go chasing the miscreants around the hills, the alternative is to apprehend them when they return to the roadway, but with such an expanse of land it is difficult to cover all of the exit routes without lots of people to assist.

    The ability to actually tackle the issue, and to be seen to do so, has increased public confidence in this area and led to more members of the public coming forward with information. This last weekend alone a number of offenders were stopped and subject to a variety of enforcement actions; including the issuing of notices under s.59 Police Reform Act (which can lead to the seizure of the vehicles involved) and a number of prosecutions are also expected.

     

    Further operations are held throughout the year, varying the location and the times; the message to those who use motor-cycles (and also quad bikes and other 4x4 vehicles) is clear -   

     

    If you persist in using your vehicle irresponsibly and illegally we will catch you, we will prosecute you for any offences you commit and we will take your vehicle.

  • Denbigh Tidy Towns - Taking Pride in the Community

    Ernie Martin and his volunteers have continued to work on projects around Denbigh over the last 6 months. The team have targeted areas that are in need of attention, areas which have been reported to be of concern. The Tidy Towns group meet once a month and work together on the project in hand - this has proved to be a great resource to Denbigh and the results are that the town is being cleared up bit by bit.

    Above is St David's Lane Denbigh before the Tidy Towns Team started this project. Below are the results of their hard work.

    The last project that they have undertaken is Mount Woods. The woods were last year rejuvenated and quickly became a great attraction in Denbigh. Over time however some people have begun to destroy all the good work done and ruin a great asset to Denbigh. Tidy Towns have stepped in and spent hours clearing the fly tipping and rubbish from the area. See Below:-

    The team are now looking for a sponsor to help them to gain vital equipment needed to carry out these projects, equipment such as wheelbarrows. This will be the next step in further making Denbigh Tidy Towns a success. If you know of an area that needs the attention of Tidy Towns please don’t hesitate to contact me.

  • Denbigh - What a load of Rubbish!

    Hi Everyone

    After issuing a £75.00 fixed penalty ticket for Littering over the weekend I thought i would write about this ongoing issue that seems to be so controversial. I am surprised that this person seemed to think that I was in the wrong for giving them this fine. The person that I caught throwing a glass bottle into a garden said “It was only a Bottle” – What do you think? – Is the issue of Litter really that important?

    I have been working here in Denbigh for nearly 18 months now, and attended 5 Neighbourhood Policing Meetings over this time. Litter is always brought up as an issue of concern by those that attend. During my time in Denbigh I have been battling to try and educate the youth by talking to them in school assemblies about Littering, organising Litter picks with the children after school, and I even set up a poster competition and the winning poster was put up all over town. This problem is obviously of concern to members of the public and yet the issue of litter does not seem to be getting any better.

    The Environmental Protection Act (EPA) 1990 is the main piece of legislation dealing with litter. The Offence of Leaving Litter (section 87 of the Act) says that if a person throws down, drops, deposits and leaves anything so as to cause the defacement of a public place he or she is guilty of an offence. Litter is unsightly; it can be smelly and dirty. Litter can be dangerous, unhealthy, and it can persist in the environment for a very long time. Litter can also trap, suffocate, strangle and poison wildlife. If an area is heavily littered, it can lead to the ‘broken window’ effect – more litter, dumping of rubbish, fly posting, graffiti and vandalism. It affects local communities and the people who live there. It can also have a detrimental effect on the local economy and on tourism. It costs our local Council millions of pounds a year. And, remember, clean up costs are met through Council Tax.

    Ernie Martin a member of the public is working hard to clean up areas of Denbigh with his voluntary group Tidy Towns. This group of people take pride in their community and take the time to clear the litter so idly dropped. Tidy Towns get together once a month and target an area of concern and if you wish to join this worth while group please call 01745814168.

    County Council fixed penalty tickets are given to those who are guilty of littering. The fine can only be given to anyone over 16 years old. The ticket may seem to be excessive but the issue of Littering needs to addressed and may be those caught may think twice in the future!

  • Oh Come All Ye Faithfull !!!

    Hi All,

    Christmas has past us now and it's time to welcome in the New Year but I would like to tell you all about a Chritmas party we organised for the residental homes in the Ruthin area. 

    The idea came from the Ruthin Neighbourhood Policing Sergent Mavis Evans for an older persons Party involving all the residential care homes in the town. PCSO Fran Long then took that idea and contacted the local brass band based at Ysgol BrynHyfryd to attend. They are made up of youngsters from all the local primary and the secondry schools in the area the size of the band was a shock aswell there is 45 of them and the oldest member was 12 years old and belive me they are good !!!! Fran also visited various homes and invited them to an evening of carols, minces pies and the sound of a big brass band and before he knew it he had filled the venue. Fran also contacted the local supermarkets Tesco's and Co-op to provide mince pies for the evening which they did. So everything was in place for the event but before that myself and Sgt Evans went along to the School to hear the band practise and we blown away with what we heard !!! as we walked into the hall where the band was reahersing we could hear some wonderful music being played and I thought that must be a CD playing !!! But to my surprise and the surprise of Sgt Evans it was the band !!!! We were made to feel really welcome at the band practise and Sgt Evans said a few words to the band and they then invited her to conduct a rendition of Jingle Bells (how I laughed !!). But Sgt Evans got her own back on the night.

                                                  

    On the evening of wednesday 10th December 2008 at 7pm the evening got under way there were around 50 persons from the various homes in the Ruthin area in attendance and there was the band all 45 of them they filled half the room !!! and then there was the Ruthin Neighbourhood Police Team made up of PC Mike Butlin the new Ruthin Community Beat Manager, PC Paul Holmes, Sgt Mavis Evans, PCSO Fran Long and me. Also we had the services of Alison Dorry who is the Community Champion for Tescos and her help was gratefully received !! And the help of a young Ruthin resident the help we received from him was gratefully received !!!

    The evening was started by the conductor and our compare for the evening the animated John Powell who is a music teacher for Ysgol Brynhyfyed. John introduced himself and the band and he told use how the band had formed and in between he told a few bad jokes but they made people laugh so he can get away with it !! throughout the evening we were entertained by the band playing we were also treated to some wonderful indivdual singing and poem reading in both Welsh and English. The crowd loved the evening and in the break the youngsters mingled with the crowd to disscuss various things as they were served there tea coffee and mince pies by us.

    The second half was just as good as the first with the added bonus of crowd participation by way of singing and playing instruments. At one point the Police had to sing a verse of 'Oh Come All Ye Faithful', well we were that bad some of the kids had said that we should be arrested for singing that bad !!!!

    As we were coming to the end of the evening Sgt Evans got her own back on me, John was looking for some to assist in playing with the band and my name came up and I was forced into it as Fran is a coward !!! but in the name of good will to all I took my part seriously and banged that tamberine in time to Jingle Bells. Much to the laughter of the crowd and Sgt Evans (payback).

    The evening came to an end at around 9pm as the kids had school in the morning, if they had'nt im sure they would have carried on into the early hours !! John thanked everyone for attending and everybody thanked him and the band for the wonderful music they provided for our enjoyment.
